Before Game 1 of the 2026 NBA Finals, Commissioner Adam Silver delivered the semi-annual State of the Game address. He emphasized the league’s current strength.
The New York Knicks, from the largest media market in the hemisphere, will face the San Antonio Spurs. The Spurs’ roster features Victor Wembanyama, who is widely seen as the NBA’s new leading figure.
Along with introducing the new “3-2-1” draft lottery reform, Silver discussed the NBA’s likely expansion into Seattle and Las Vegas, and its planned entry into Europe.
Taking on Tanking
Silver called tanking a persistent, decades-long issue, stating it is “not a new issue for the league.” He was surprised by its scale this season, as it affected about one-third of teams. Additionally, he was surprised by the board of governors’ swift response.
While tanking has long existed in the league, Silver noted this season was unique, involving more teams and starting earlier than before. He fined the Utah Jazz $500,000 and the Indiana Pacers $100,000 for tanking in February.
Silver stated that team owners, front offices, coaches, and players largely supported lottery reform. Reportedly, the Memphis Grizzlies were the only dissenting vote, as the reform impacted one of their first-round picks.
The commissioner noted that as team-building strategies evolve, draft planning grows more complex. Furthermore, salary restrictions make free agency and trades more challenging, increasing the importance of scouting.
The NBA is moving forward with plans to launch a 16-team league in Europe for the 2027-28 season. NBA Europe will reportedly feature 12 permanent teams, including existing franchises and new organizations. In addition, there will be four open slots for clubs across the continent to qualify. Team bids are due at the end of this month. There is reportedly “record interest” in the available franchises.
According to the commissioner, the NBA plans to award franchises in the fall.
Silver stated that “discussions are ongoing” with multiple groups in both cities regarding the league’s anticipated expansion into Seattle and Las Vegas. He added, “It is not a foregone conclusion that we will expand,” but indicated that the NBA will make its decision by the end of the year.
